    One of the major problem is to decide on which technology to fund. For instance, if you are a health care manager with $2 million, would you spend on developing chemotherapy drug that prolong survival of 1 cancer patient for 5 month, or you spend on screening of 50,000 asymptomatic people that could potentially detect cancer early in 5 people.
